Overview

We are seeking a highly skilled Construction Inspector to oversee quality assurance and inspection activities on MTO construction projects. This position also functions as the designated Construction Inspector/ Office Person for Contract Administration purposes, requiring significant involvement in data compilation, payment quantification, and digital records management. The successful candidate will ensure that all work complies with contract requirements, OPS specifications, and Ministry’s safety regulations.

Tasks & Responsibilities

·         Inspect Highway & Bridge Construction: Conduct daily inspections of grading, granular placement, hot mix asphalt, and structural culvert rehabilitation (specifically water crossings) to ensure strict adherence to OPSS (Ontario Provincial Standard Specifications) and MTO Contract Documents.

·         Oversee material delivery and placement; verify Granular and asphalt quantities by reconciling field weigh tickets against theoretical template quantities to prevent overpayment disputes.

·         Prepare detailed Daily Work Records (DWRs) and inspection reports using digital platforms (such as WBCMS/ CMS or internal proprietary tools) to accurately document site activities, contractor resources, and environmental conditions.

·         Fulfill administrative duties by compiling weigh tickets, calculating granular and asphalt quantities, and reconciling data for monthly payment certificates using Kahua (CMS).

·         Identify non-conformances in workmanship (e.g., buried asphalt removal, structural concrete repairs) and issue instructions to the Contractor for corrective action under the supervision of the Contract Administrator.

·         Maintain precise site diaries and photo logs to assist the Contract Administrator in resolving claims, Change Orders, and disputes related to site conditions.

·         Provide technical guidance and mentorship to junior inspection staff regarding MTO safety protocols and quality assurance standards.

Requirements

Education

·         College Diploma in Civil Engineering Technology/Technician OR Bachelor’s degree in Civil Engineering.

Experience

·         Minimum 3-5 years of verified experience in construction inspection on heavy civil, highway, or municipal infrastructure projects.

·         Technical Contract Administration (Quantity Verification): Demonstrated experience performing technical contract administration duties (equivalent to MTO ‘Office Person’ role) on at least two (2) heavy civil infrastructure projects (Provincial Ministry, Municipal, or equivalent jurisdiction).

o    Core Duties: Experience must include reconciling field weigh tickets against theoretical engineering quantities, calculating final payment measurements, and processing Change Orders in compliance with OPSS.

·         Project Continuity: Candidates must demonstrate sustained involvement in the listed projects (minimum 4 consecutive months per project) to ensure familiarity with full construction cycles (e.g., from seasonal start-up to winter shutdown).

Credentials (Mandatory)

·         Must hold valid registration with OACETT as a Road Construction Senior Inspector (RCSI); OR

·         Must be registered with PEO as a Professional Engineer (P.Eng.) or Engineer-in-Training (EIT).

·         Please Note: These certifications are strict contractual requirements mandated by the Ministry of Transportation Ontario (MTO) for project specifics.

Technical & Software Skills

·         Contract Management Software (CMS): Advanced proficiency in using web-based platforms for contract administration (such as Kahua, WBCMS, or equivalent) is significantly preferred.

·         Digital Workflow: Proven experience in managing electronic Daily Work Records (DWRs), payment certificates, and Change Orders. The successful candidate should be capable of working independently in a fully digital/paperless reporting environment.

·         General IT: Proficiency with Microsoft Office 365 (Excel, Outlook, SharePoint) for data collection and team collaboration. Sufficient keyboarding speed is preferred to ensure timely and accurate submission of detailed administrative work, daily inspection reports, and field diaries.

·         Field Knowledge: Familiarity with field construction activities (grading, asphalt, granulars) is required to accurately process office data.

  • Ability to work flexible hours, including nights and weekends as required by project schedules.
